Background & Objectives
- The overall objective of the program of which this contract will be a part is to contribute to the enhancement of accountable governance in Rwanda by promoting citizen participation and mobilization for delivery of development, strengthening public accountability and improving service delivery.
- Enhance the capacity of Rwalimiai, supported by the Commission, to effectively implement EDF programs, particularly the AccouDemocratic Goverprogramme. Provide assistance to Parliament and the Office of the Ombudsman in their respective roles.
Activities
- Strengthened capacity of line ministries and institutions to effectively implement EDF programs, particularly the Accountable Democratic Governance program.
- Enhanced strategic communication capacity within institutions supported by the Accountable Democratic Governance Program.
- Strengthened coordination and monitoring capacity of the NAO Support Unit staff in overseeing EDF programs.
Results
- The Program Management Expert will promptly submit an Inception Report outlining initial steps within 5 days and conduct a comprehensive Capacity Needs Assessment for the NAO Support Unit within 6 months. A Four-Year Work Plan will be developed and submitted in the first quarter to guide EDF program implementation. Mission reports will provide ongoing updates and recommendations.
- Concurrently, the Strategic Communication Expert will submit an Inception Report within 20 days and develop a Communication Strategy Plan for Parliament, Ministry of Justice, and the Ombudsman’s Office. Regular interim and final reports will assess communication activities, identify challenges, and recommend improvements to ensure effective stakeholder engagement and transparent governance practices.
