Background & Objectives
- In September 2022, the Millennium Challenge Corporation (MCC) signed a US$350 million second Compact with Malawi to foster economic growth and reduce poverty through transport and land development projects. Malawi qualified for MCC aid in 2008 and secured the Compact by meeting 19 out of 20 policy indicators in 2023, following a successful prior project in the power sector. The Millennium Challenge Account – Malawi II (MCA-Malawi II), established as a public trust on January 9, 2023, oversees the Compact’s implementation, with legal support from AESA for the Increased Land Productivity Project.
Activities
- Land-Related Revenues Policy Reform:
Amend and draft laws for revenue retention.
Rationalize rent rates and develop administration guidelines by 2023.
- Devolution Policy Reform:
Prepare legal requirements for district-level land services.
Establish district land registries under new legislation.
- City Council Policy Reform:
Update City Council Bylaws for modern revenue collection.
Results
- Draft Technical Papers or Layman’s Drafts incorporating finalized, printed in official language of Chichewa, and English. The City Council in the review and adoption of the draft Technical Paper or Layman’s Draft of the proposed Bylaws assisted and a Notice of the intention to apply for approval published.
- The responsible Ministry to facilitate the submission of the Final Technical Papers or Layman’s Drafts assisted.The Ministry of Justice in the review, drafting and vetting process assisted.
