Cyprus joined the EU on May 1, 2004, as a divided island after the failure of the Annan Plan, which was rejected by the Greek Cypriots but approved by the Turkish Cypriots. The veterinary department uses an outdated, unreliable animal tracking system, developed by a single private developer who left no documentation. A new system, funded in 2018, had significant flaws, including security breaches and non-compliance with IT standards. Despite efforts to review and improve it, the system remains outdated and vulnerable. The Commission has now agreed to finance a more robust Animal Information Management System (AIMS) for better disease control.

The Project Plan outlines the task schedule for the Contract, submitted by the Contractor within 28 days of the Commencement Order. It includes task order, timings, testing, training, subcontractor roles, and inspections. If the plan is not rejected within 14 days, the Contractor proceeds. Any potential delays or issues must be reported promptly by the Contractor.

Adhere to best practices and specs for installation.

Contractor provides all tools, labor, and vehicles. Handle equipment relocation if needed.

Ensure hardware/software compatibility; configure AIMS for high throughput and fault tolerance.

Manage and properly dispose of waste; follow industry practices for WEEE.

Task Manager can order contract amendments as needed.
