Background & Objectives
Establishing an Integrated Administration and Control System (IACS) is a key priority in the EU integration process for agriculture. It’s been mandated since 2004 under the Stabilisationand Association Agreement (SAA) and reflected in the Accession Partnership and National Programmefor Adoption of the Acquis (NPAA) Chapter 11 on Agriculture and Rural Development. Recent progress noted in EU Country Progress Reports includes advancements in the Land Parcel Identification System (LPIS) and digitization of agricultural parcels. The Ministry of Agriculture, Forestry, and Water Economy (MAFWE) has decided to transfer the Farm Register and LPIS to the AFSARD IT infrastructure and integrate them into new IACS software, supported by this project.
Activities
- Developed and adopted national legislation for agricultural market organization aligned with EU regulations.
- Strengthened institutional capacity for implementing and enforcing new agricultural legislation.
- Established a comprehensive integrated gricultural Information System (IAIS) in Kosovo.
Results
- Result 1: Developed and operationalized IACS software aligned with EU CAP requirements, including system integration and staff training.
- Result 2: Strengthened AFSARD’s capacity to operate IACS software through legislative alignment and process standardization.
- Result 3: Developed, tested, and operational IPARD software modules for administering investment measures.
