Background & Objectives
This assistance under IPA 2015 aims to align Kosovo’s agricultural institutions with EU standards, focusing on implementing the Common Agricultural Policy (CAP) and meeting food control requirements. The Ministry of Agriculture, Forestry and Rural Development (MAFRD), particularly its Departments of Economic Analysis and Statistics (DEAS) and Agricultural Policy and Markets, will benefit. Key objectives include developing a new law on market organization aligned with EU Regulation (EU) No. 1308/2013, setting quality standards for agricultural products, and addressing issues in Kosovo’s agricultural statistics systems (FADN, MIS, IACS).
Activities
- Prepared and adopted EU-aligned legislation on agricultural market organization. Conducted sector analysis, stakeholder workshop, and drafted relevant laws and regulations.
- Built institutional capacity for enforcing new legislation. Developed rules and procedures, conducted stakeholder training needs assessment, implemented training, and evaluated its impact.
- Established a functional Integrated Agricultural Information System (IAIS) aligned with EU standards. Enhanced data reporting and interconnectivity among systems.
- Increased stakeholder and public awareness through kickoff and final events, website visibility, public campaigns, and distribution of a handbook on fresh produce standards.
Results
- Result 1: EU-aligned legislation for agricultural market organization adopted by Kosovo stakeholders.
- Result 2: Built institutional capacity to implement and enforce new agricultural market legislation
- Result 3: Established a functional Integrated Agricultural Information System (IAIS) in Kosovo.
- Result 4: Raised stakeholder and public awareness for effective implementation and enforcement of new legislation.
