Background

The agricultural sector in Tunisia is increasingly affected by climate change, impacting productivity, natural resources, agri-food systems, and market stability. The ADAPT programme responds to this challenge through two complementary initiatives:

  • ADAPT Invest: Supports agri-food systems by improving economic, social, and environmental performance of operators in associated value chains.
  • ADAPT Cereals: Enhances sustainable, inclusive, and resilient cereal production systems.

Objectives

General Objective: Promote the ADAPT Invest and Cereals Support Fund to encourage eligible projects.

Specific Objectives:

  • Operationalize the outreach strategy through creation and development of Hubs
  • Ensure capacity building for Hub members to provide quality technical and financial services
  • Promote and raise the programme profile across Tunisia

Key Activities

  • Identify and develop collaborations with technical and financial service providers; structure them into operational Hubs.
  • Consolidate existing MoUs with financial operators and support organizations; operationalize at central and regional levels.
  • Strengthen technical and cross-cutting capacities of Hub members and public/private support partners.
  • Support the ADAPT PMU in adapting the support mechanism based on field analysis, and in coordinating with IRESA/INGC to promote agroecological transition knowledge.
  • Conduct information sessions via digital platform; organize communication events to increase visibility and share programme knowledge.

Expected Results

  • Technical and financial service providers identified, networked, and organized into operational Hubs.
  • Hub members and partner support structures have strengthened capacities in ecological and agroecological transition.
  • The Support Fund mechanism and results disseminated throughout Tunisia.
  • The support mechanism for the ADAPT Cereals Support Fund strengthened.
  • Technical support provided to the ADAPT Programme Management Unit within AICS.

Key Programme Results (ADAPT Invest & Cereals)

  • Operators strengthened self-financing capacity to mobilize private investment for growth.
  • Private operators enhanced service provision through public-private partnerships.
  • Operators diversified markets by supplying local food to school canteens.
  • Support fund established for cereal producers to cover production costs and investments.
  • Technical, digital, and organizational innovations contributed to farm sustainability.
