Background & Objectives
The assignment supports the European Union Delegation in the Kyrgyz Republic in preparing a pre-feasibility analysis for the development of a sustainable national digital ecosystem, in line with the country’s Digital Transformation Strategy 2024–2028. The action focuses on supporting the Government in structuring key investments under the “Sanarip Ordo” initiative, which aims to enhance digital infrastructure, data management, and the delivery of integrated digital public services.
The project involves a comprehensive assessment of the current digital ecosystem, including institutional frameworks, infrastructure gaps, interoperability challenges, and data governance practices. It also includes the analysis of the G-Cloud architecture and the state of data inventory across public institutions, with the objective of identifying technical, operational, and investment needs to enable large-scale digital transformation.
The project aims to strengthen the development of a sustainable national digital ecosystem through the integration of digital technologies and solutions. Specific objectives include:
- Drafting Terms of Reference for a feasibility study to set up a Data Processing Centre for G-Cloud platform;
- Drafting Terms of Reference for a feasibility study of the state bodies data inventory and a metadata catalogue development.
Key Activities
- Assessment of the current state of digital transformation and identification of gaps and priority needs;
- Analysis of the objectives, structure, and implementation logic of the “Sanarip Ordo” initiative;
- Technical review of the G-Cloud architecture and digital infrastructure requirements;
- Evaluation of data management practices, including data inventory systems across public institutions;
- Preparation of structured and actionable Terms of Reference for subsequent full feasibility studies.
Key Results
- Inception report with a work plan/roadmap for the pre-feasibility exercise, including the lists of requested meetings, data and documents as well as final templates of ToRs to be prepared;
- Final report along with the 2 ToRs to conduct feasibility studies on Data processing center and data inventory.
