Capacity Facility for Greenland – Support to Administrative Capacity and Arctic Processes

Agriconsulting Europe SA (AESA) successfully completed the EU-funded Capacity Facility for Greenland in January 2026, reinforcing the strategic partnership between Greenland and the European Union.

This technical assistance programme strengthened the administrative capacity of the Government of Greenland, supporting Arctic governance, sustainable public procurement, clean energy transition, and climate policy implementation.

Through high-level studies, digital tools, and institutional support, the project contributed to more transparent public management, stronger environmental governance, and long-term sustainable development in Greenland.

Sustainable Public Procurement in Greenland

The project significantly improved sustainable procurement systems within Greenland’s public sector. AESA enhanced data-driven procurement processes, increased cost efficiency, and supported greater transparency in public spending.

A new digital procurement monitoring platform was implemented, enabling real-time tracking, reporting, and evidence-based decision-making across government institutions.

Clean Energy Transition and Decarbonization Strategy

AESA delivered Greenland’s first comprehensive assessment of Carbon Capture and Storage (CCS) potential, including a detailed Return on Investment (RoI) analysis.

The facility also developed a complete clean energy and microgrid business case, targeting remote infrastructure and mining projects to optimize energy consumption and reduce emissions.

In addition, AESA conducted a large-scale study outlining the technical, legal, and environmental requirements for a major hydropower production tender, supporting Greenland’s renewable energy ambitions and long-term energy security.

Climate Action and Public Engagement in the Arctic

To support Greenland’s commitments under the Paris Agreement, the project organized workshops across the country, directly engaging stakeholders and citizens in national climate objectives.

AESA also developed communication materials, including policy briefs, articles, and infographics, to promote awareness of climate policy, clean energy solutions, and sustainable development priorities in Greenland.

Through this facility, AESA reaffirmed its commitment to supporting EU external action, Arctic governance, and sustainable development through evidence-based policy support and institutional strengthening.
