Background & Objectives
The EIB provided FONPLATA with a USD 60 million credit (FONPLATA Regional Framework Loan) on 6 July 2018. This funding supports investments by local, regional, and national authorities in the Rio de la Plata Basin (Argentina, Bolivia, Brazil, Paraguay, Uruguay). The focus is on enhancing climate resilience in physical infrastructure, socio-environmental, economic development, and productive sectors in disadvantaged border areas. The project aims to integrate geographical areas and reduce costs or increase benefits across multiple countries.
Activities
• Facilitate funding flow from FONPLATA to climate action projects and beneficiaries.
• Support FONPLATA in promoting international standards, including transparency policies.
• Build FONPLATA’s capacity in planning, designing, and implementing climate resilience programs, with a focus on social issues like gender equality.
Results
- Identify and approve eligible schemes for implementation by FONPLATA.
- Examples include : water storage and electricity provision in Potosí, Bolivia; rural accessibility improvements in Cochabamba, Bolivia; and disaster recovery in northern Argentina post-El Niño events.
- Future projects may expand similar initiatives across Bolivia and address climate resilience and adaptation needs, aiming for a 40% climate action component.
