Background & Objectives
- Despite Togo’s abundant water resources, providing water to the population is challenging. Access to potable water increased from 31% to 42% from 2000 to 2013, but 30% of rural water systems remain non-functional. The Ministry of Agriculture and Village Hydraulics oversees SP-Eau and TdE. Sanitation access declined nationally from 13% to 11% and from 8% to 2% in rural areas between 1990 and 2013. Togo lacks urban sewerage networks, with Lomé having the only inadequate system. Wastewater is often publicly discharged, and septic tank emptying is limited in urban areas. Solid waste management is nearly nonexistent, posing significant health risks. Efforts have begun in Lomé, Atakpamé, Kara, Sokodé, and Tsévié with support from AFD and the EU.
Activities
- Conduct feasibility study, prepare tender documentation, and design for water and sanitation infrastructure projects.
- Develop detailed designs, guide execution of work contracts, and manage construction of waste collection centers, sanitation facilities, and water treatment plants.
- Oversee project execution, including financial monitoring, capacity building for contracting authorities, and support for work delivery and acceptance by beneficiaries.
Results
- Result 1: Project Monitoring Review baseline surveys and monitoring reports and submit approved recommendations. Conduct regular project evaluations and update performance data every 6 months.
- Result 2: Program Coherence Analyze project designs for alignment with program objectives. Build capacity for implementing partners and monitor recommendations closely. Prepare guidelines for proposals and update communications strategies.
- Result 3: Coordination and Best Practices Conduct regular reports and capacity building sessions. Organize Technical Review Panel meetings every 6 months and national/state-level workshops. Maintain a robust knowledge base and update progress fiches.
- Result 4: Regulatory Frameworks and Policies Develop draft policy documents through consultations and stakeholder meetings. Finalize policies in collaboration with Ministries and EU Implementing Partners, ensuring alignment with national and EU standards.
