Project Background
The Climate-Adaptive Food Security Enhancement Project (CAFSEP) Armenia supports the development of climate-resilient agriculture and improved food security through targeted investments in vulnerable rural communities. As part of the ADB-financed programme, this assignment focuses on a feasibility study for agricultural logistics hubs in Armenia to strengthen value chains, reduce post-harvest losses, and improve market access for farmers.
The consulting services will assess agricultural production, logistics infrastructure, and market opportunities, and will recommend viable locations, scale, and investment models for two potential logistics hubs. The study will support evidence-based decision-making by the Ministry of Economy and contribute to climate-responsive agricultural development in line with national strategies to 2030.
Project Objectives
The objective of this assignment is to provide consulting services (2025–2026) to carry out preliminary feasibility studies for two potential agricultural logistics hubs in Armenia.
These logistics hubs are intended to:
- Support development of the agriculture sector
- Strengthen agricultural value chains
- Improve market access, storage, and distribution
- Enhance climate resilience and economic sustainability
The consulting firm will be contracted by the Ministry of Economy in accordance with ADB Procurement Policy and Regulations, using the Fixed Budget Selection method.
Key Activities
The consulting services will cover the following core activities:
- Policy & Strategy Review
- Review Armenia’s agricultural development strategy up to 2030
- Sector & Value Chain Assessment
- Identify constraints affecting agricultural production and value chains
- Assess crops and livestock production, volumes, geographic distribution, markets, and existing logistics infrastructure
- Logistics Hub Planning
- Identify suitable locations for logistics hubs
- Recommend hub scale, capacity, and throughput
- Prepare preliminary designs and cost estimates
- Operational & Financial Analysis
- Identify potential hub owners and operators
- Develop preliminary financing plans
- Conduct financial viability and sustainability analysis
- Perform economic analysis from a national perspective
- Environmental & Social Assessment
- Assess potential environmental impacts
- Identify social, gender, and land acquisition considerations
Deliverables
The consulting firm will deliver the following outputs:
- Inception Report
- Draft Final Feasibility Study Report
- Final Feasibility Study Report, incorporating feedback from ADB and the Government of Armenia
- Quarterly Progress Reports
All reports will be prepared in English, with the Draft Final and Final Feasibility Study Reports translated into Armenian or Russian.
