The purpose of this contract is to enhance the capacity of the ACP Secretariat to achieve the objectives of the Intra ACP Climate Services Programme and fulfil its role in monitoring and coordinating the Programme with the view to deliver the five main expected results.


Service Provided include but are not limited to:

  • Evaluation, monitoring and reporting on the Intra ACP Climate Services Programme is established and maintained: Providing informed recommendations to ACP Secretariat to facilitate the coordination of the overall programme and in particular of the regional and sub-regional components
  • Developing and operationalise the necessary tools and systems (e.g. Monitoring and Evaluation framework) to enable the ACP secretariat to assess needs, plan their work and monitor implementation
  • Supporting the coordination of the programme with other relevant programmes (e.g. GMES & Africa, 10/11th EDF DRR programmes, GCCA+, etc.) to ensure synergies and complementarity;
  • Development and support to the implementation of the capacity building plan in strategic and thematic issues to augment the capacity of stakeholders in every step of the climate services value chain in line with the Competency Framework for Climate Services is ensured: Developing a capacity building strategy for the Intra-ACP Climate Services programme in close cooperation with WMO, EUMETSAT, JRC, and all RECs/RCCs and other relevant partners in line with WMO’s Competency Framework for Provision of Climate Services at ACP level, but in particular at regional and sub-regional level;
  • Developing a capacity building action plan to implement the capacity building strategy for the Intra-ACP Climate Services programme.
  • Deliver training in all Regional Climate Centres and Regional Organisations to harmonise the Environmental Monitoring System and related forecaste and monitoring stations
  • Establishment and operationalisation of an appropriate communication, visibility and knowledge management strategy serving the exchange and cross fertilization of experience among Intra ACP Climate Services Programme partners is maintained
  • Organization of Intra-ACP Climate Services yearly fora and other events is guaranteed
  • Enhance the provision of Climate Services at the regional and national level through effective and user-friendly environment monitoring system and forecasting models installed in all RCC and harmonized at the OACPS level
  • Setting up a dedicated Information platform/Portal to exchange best practice, make information available for specific need and encourage cooperation between the regions is strengthened; and
  • Support to RCCs in bringing added value to climate services through integration of socio-economic elements, analytical components and visualization tools is ensured.
