Job description
AESA is looking for a senior Human Rights and Gender Expert for a EU funded project in Cambodia. The expert is expected to take 4 short term assignments a year of about two weeks each. The project should begin in January 2024 but selection of the expert is being conducted now and should be completed by September 24, 2023 at the latest.
The expert will be responsible for providing advice to international and national institutional stakeholders in the areas of human rights and gender including applying human rights based approach to development cooperation programmes and projects and on gender equality and women empowerment (GEWE).
Qualifications and skills required
Master’s degree in political science or human rights or gender or relevant studies. In the absence of a Master’s degree a professional experience of at least 3 years in a field closely related to the assignment and to development work, in addition to the number of years of general professional experience stated below would be considered as equivalent
Good analytical skills in the area of human rights and GEWE, and at least one of the thematic sectors (Education and skill development; Green growth and decent jobs; Climate change and energy; Sustainable food systems; Sustainable value chain; Sustainable food system; Public finance management (including gender responsive budgeting) and financial sector; Trade, business climate and investment; Rule of law and human rights; Public diplomacy and strategic communication)
Ability to work independently and in a team
General professional experience
A minimum of 10 years of professional experience working on Government, research institutes and/or international, bilateral donor funded projects on technical assistance and policy advice projects
A minimum of 6 years of professional experience working in developing countries in the area of human rights including gender
Experience in project management including planning, implementation and monitoring and evaluation of in the area of human rights including gender issues
Experience on how to apply human rights based approach as methodology that puts human rights at the center of development actions
Experience within the past 4 years of drafting good quality key-documents related to project/programmes cycle management
Specific professional experience
Knowledge of EU project management procedures is an advantage
Work experience in South East Asia
Working experience and knowledge of environment and human rights and gender related to Cambodia will be considered an asset
Language skills
Excellent writing and speaking skills in English
