AESA – Agriconsulting Europe SA is seeking a highly motivated and experienced Local Project Officer to support the Business Environment and Competitiveness for Salone (BECS) Technical Assistance Team in Freetown.
About the Programme
The BECS Programme is a flagship EU-funded initiative supporting inclusive private sector development, trade facilitation, and improvement of the investment climate in Sierra Leone. Working under the guidance of the Ministry of Trade and Industry (MTI) and the European Union Delegation (EUD), the Technical Assistance Team delivers strategic support across four core areas:
- MSME Competitiveness
- Quality Infrastructure
- Investment Promotion and Facilitation
- Stakeholder Coordination and Policy Dialogue
Purpose of the Role
The Local Project Officer will provide cross-cutting operational, logistical, and administrative support to ensure the timely and effective delivery of project activities. This includes managing procurement, travel/event logistics, office operations, and financial reconciliations in line with EU regulations and project procedures.
Key Responsibilities
- Administrative Management: Oversee daily office operations, correspondence, schedules, filing, and coordination for national/international experts.
- Procurement & Asset Management: Support procurement of goods/services, prepare purchase orders, manage vendor records, and track office assets/inventory.
- Travel & Logistics: Organise local/international travel (flights, visas, hotels) and coordinate field missions, transport, and venue bookings.
- Event Coordination: Assist in organising workshops, training sessions, and roundtables, ensuring EU visibility and branding compliance.
- Financial & Operational Support: Assist with petty cash, monthly cash notes, supporting document collection, timesheet tracking, and contract monitoring.
- Research & Reporting: Conduct basic research, support report drafting, and ensure proper documentation and filing.
Required Qualifications & Experience

| Education | Bachelor’s degree in Business Administration, Public Administration, Logistics, Procurement, or a related field |
| Experience | At least 5 years in administrative, logistics, or procurement roles (preferably in donor-funded projects) |
| Technical Skills | Strong command of procurement, financial reconciliation, and asset tracking; proficiency in MS Office and Google Workspace |
| Language | Excellent written and spoken English; knowledge of Krio or local languages is a plus |
| Soft Skills | Excellent organisation, discretion, time-management, proactive problem-solving, and team-oriented mindset |
Desirable Competencies
- Familiarity with EU External Action procedures
- Experience supporting donor-funded projects (EU, World Bank, UN, etc.)
- Knowledge of local vendors and service providers in Freetown and other provinces
- Commitment to integrity, confidentiality, and operational excellence
Contract Details
- Duty Station: Freetown, Sierra Leone
- Type: Full-time Project Support Staff
- Duration: 24 months (renewable annually based on performance)
- Start Date: August 2026 (or as soon as possible)
- Reports to: Team Leader, BECS Technical Assistance, and HQ Project Team
