The evaluation team is to conduct the final evaluation at the end of the second implementation year of the HORTICAP Programme. The evaluation will come up with conclusions on project's performance and specific recommendations for possible further support to KEPHIS. To achieve these outputs the following specific tasks are foreseen:

The evaluation will assess achievements in building KEPHIS capacity to enable it to exercise its’ role as a technical reference and guidance institution for the horticultural sector. This will include an assessment of the relevance and appropriateness of the technical equipment, technologies and infrastructure provided by the HORTICAP programme. When necessary the consultants will provide recommendations for further support.

The consultants will assess the degree of implementation of HORTICAP activities against the OVIs included in the logical framework. The consultants will undertake project-and-activity-specific field evaluations to gauge the implementation status and present relevant recommendations for possible future support to KEPHIS. As part of the review process the consultants are also expected to look at appropriateness and practicality of OVIs and at the internal coherence of the logical framework and come up with recommendations for improvement.

The evaluation will also review the appropriateness of HORTICAP Programme projects and activities in the wider agricultural sector support in Kenya and in particular with regards to the Agricultural Sector Development Strategy (ASDS)/KRDP framework.
