The objective of the assignment is to develop a private sector led dairy value chain development project using a public-private partnership (PPP) framework. The framework would focuses on private sector providing resources and services to the poor households to improve their inclusion in the dairy value chain. The framework will be used to provide household farmers the much needed technologies and services to transition to higher productivity systems. The framework also provides opportunities to link household dairy farmers directly to processors and to urban markets through development of efficient dairy value chains. The framework development would also ensure steady supply of milk production throughout the year. Three regions are considered suitable for the project (i) Khatlon is the major milk producing region, (ii) Sughd region has high competition for steady supply of milk, and (iii) Region of Republican Subordination has large processing capacity and large market share. The consulting firm will provide selection criteria to identify region and dairy processors suitable for the development of private sector led dairy industry development.
