Description du projet et des services fournis:
The general objective of this project is to support the Government of Colombia to reduce poverty and promote sustainable and inclusive growth in the country’s poorest and most vulnerable areas.
The specific objective is to provide technical assistance services to support the Ministry of Agricultural and Rural Development (known by the Spanish acronym “MADR”) and the Colombian Institute of Rural Development (“INCODER”). Support the instruments of rural development policy through professional services with a territorial focus for the sake of effective implementation including participation, completeness and differentiation criteria, in particular the following aspects:

The processes for the formalisation and titling of ownership of land and land use planning

Improvement in the living conditions of rural communities through an integral intervention in the territory.

Coordination between the different institutions of the sector and other related sectors, so as to support the regions in line with the integral and complementary focus.
the results of the project are:

Build the capacity of the MADR and INCODER to enter into negotiations with the Regional and Local Stakeholders for the implementation of the Rural Development Policy with Territorial Focus;

Promote the leadership of the MADR in the social dialogue with international cooperation partners, as well as with the sub-national levels and the civil society;

Build the institutional capacity of the MADR and INCODER to plan the sectoral policy jointly with the National Planning Department (DNP) and to implement it effectively in the field;

Reinforce the performance Evaluation Framework of the Rural Development Policy with Territorial Focus;
-
Support the development, approval, dissemination and promotion of management tools that facilitate Integral Rural Development with territorial focus at the regional and local level;

Manage all the inputs necessary for the effective integration of cross-sectional issues in the rural development policy: gender, environment, water regulation and supply for the sector, and the management of climate change.
