Technical assistance for a support project of the integrated development dynamics in the rural territories of Northern Morocco

Description of the project and Services provided:

The project is in line with the policies and actions of Morocco in the fight against poverty and social exclusion, the rehabilitation and conservation of natural ecosystems and the gradual eradication of the cultivation of cannabis. This project is presented as a multi-sectoral response to promote territorial development dynamics in Northern Morocco by fostering a participatory and integrated approach.

The overall objectives of the project are to: 

(i) help reduce the socio-economic disparities between rural and urban areas;

(ii) help implement national policies for decentralisation and the promotion of integrated local development in the Northern region.

The specific objectives of the project are:

• To ensure sustainable improvement of the living conditions and income of rural populations in the province of Al Hoceima, through the support of participatory and inclusive local development dynamics, role and capacity building for the stakeholders, the revitalisation of the local economic fabric (including support for job creation), social development, and the conservation and promotion of ecosystems.
• Provide continuous technical assistance (TA) to the Operational Unit (OU) of the project put in place by the Agency for the Promotion and Development of the Provinces and Prefectures of the North (APDN), to support the implementation, monitoring and evaluation of the different components of the project so as to achieve the expected results.  The role of the TA is to provide advice and support and to transfer expertise in terms of methodologies and approaches, management of Programme Estates and the Overall Operational Programme (OOP);
• Make expertise available for short-term actions in order to provide specialised technical support and to conduct studies and give training courses in connection with the activities that fall under the different components of the project.
