Description of the project and Services provided:
The general purpose is to reduce anthropogenic GHG emissions to contribute to the global efforts to mitigate climate change in line with the scientific evidence.
The specific purpose is to increase national and local capacity to prepare for medium and long term climate actions towards climate resilient low-carbon development, which will gradually align with the EU climate policy
and legislation by supporting Turkey to improve the knowledge and capacity to estimate carbon stocks and report greenhouse gas emissions and removals from the LULUCF sector in accordance with decisions
taken under the UNFCCC as well as EU decisions regarding LULUCF.
The results issued are:

Review of existing information related to LULUCF and a definition of research needs. The review will include a collection of relevant emission factors used in other Mediterranean countries. Based on the above-mentioned work and dialogue with relevant research institutions a list of research needs to address the gaps identified will be produced.

Training of relevant staff on modelling and good practice guidance on LULUCF. This result area will provide training to staff involved in reporting emissions and removals of GHG from LULUCF activities. As a first step a Training and Assistance Need Analysis should be carried out followed by the development of a training programme including on-the-job mentoring and study tour. The training will include the methodologies described in the IPCC good practice guidance, how to produce a GHG inventory for LULUCF.

Preparation and implementation of a programme of work to improve the calculation and reporting in the LULUCF sector.

Establishing a Land Use and Land Use Change Matrix allowing for spatially explicit assessment (as required under the Kyoto Protocol).

Establishing a Land Use and Lad Use Change Monitoring and Reporting System.
