Description of the project and Services provided:

The overall objective of the project is to enhance the technical capabilities of three CoE RS in Morocco (covering the African Atlantic Façade PCs: Benin, Côte d'Ivoire, Gabon, Liberia, Mauritania, Morocco, Senegal, and Togo), in Kenya (covering the Eastern and Central Africa PCs: Burundi, Democratic Republic of Congo, Ghana, Kenya, Rwanda, Seychelles, Tanzania, Uganda, Zambia) and in Georgia (covering the South East Europe, Southern Caucasus, Moldova and Ukraine PCs: Albania, Armenia, Bosnia and Herzegovina, fYR of Macedonia, Moldova, Montenegro, Serbia, Ukraine) thus contributing to increase local ownership and strengthen regional cooperation while increasing trust at local level. It will also reinforce technical cooperation at national, regional, and international level and increase impact and sustainability of projects’ results.

The main purpose of the project is to provide technical assistance to National Focal Points, National Teams, and other local actors through the deployment of experts in the field of CBRN risk mitigation in the above listed CoE regions. The AESA Team of Experts provides on-site technical assistance to the NFP and NT in assessing CBRN capabilities, risks, gaps and needs, in developing National Action Plans, and to the Regional Secretariats in prioritising specific project proposals, assisting the formulation of projects, preparing ToR and technical specifications for tenders, supporting implementation and monitoring of CoE-funded projects of regional concern, and optimizing the use of local CBRN capabilities by sharing best practices between national, regional and international actors.

The results of the projects are:

  • The role of the National Focal Points and National Teams is strengthened and their cooperation effectiveness increased;
  • The local partners (i.e. National Focal Points, CBRN National Teams, and Regional Secretariats) are assisted in the implementation of their tasks;
  • The quality and the effectiveness of the technical discussions on CBRN issues (and other related domains) amongst the local actors involved in the definition and/or the implementation of the projects is increased;
  • Partner Countries have benefited of technical support to draft high quality targeted projects of regional concern, including terms of reference and technical specifications; 
  • Cooperation between PC and implementing agencies concerning project’s implementation is improved and the quality of the outcomes is increased; 
  • Smooth and clear coordination with EC management services and the EC Joint Research Centre on the CoE activities is ensured.
