Description of the project and Services provided:
The overall objective of this contract is to contribute to the reduction of poverty in Liberia by enhancing the Harmonization Aid and Coordination capacity of Government of Liberia.
The purpose is to strengthen the NAO system of Liberia to observe its responsibilities and obligations under the Cotonou Agreement by strengthening capacities and capabilities to effectively programme, supervise, manage, monitor the implementation of projects and programmes, according to EU procedures.
The specific goals are:

Ensure EDF procedural compliance, including management of Operational Grants;

Undertake on-the-job capacity development for NAO staff on EDF regulations, rules, procedures;

Support the identification of NAO Capacity Building needs and planning for supportive measures;

Strengthen the general capacity of the NAO to carry out its role and responsibilitie and mentoring staff to better understand EU policies;
-
Ensure implementation of an efficient internal quality control and monitoring system;

Strengthen capacity of NAO project officers to support and build the capacity of the responsible staff in the LMAs and NSAs to manage, implement and monitor EDF focal sector projects;

Strengthen coordination and sharing of information between NAO , LMAs, NSAs, EUD;

Strengthen alignment between NAO and Aid Management and Coordination Directorate;

Ensure visibility and communication of EU-Liberia cooperation
The results of the project are:

EDF procedures are properly implemented by the NAO office during the implementation of the project/programme;

The capacity of NAO office strengthened to efficiently and effectively programme, supervise, manage, monitor the implementation and account for EDF support;

Enhanced visibility of EU-Liberia Cooperation;
