Increasing institutional capacity in terms of environmental and social aspects and financing of climate projects. BOAD Phase II

Description of the project and Services provided:

The general objective of the project is to contribute to deepening the vertical and horizontal institutionalisation of the strategy of the BOAD (West African Development Bank) as it relates to the climate, which includes aspects of climate, environmental and social risk assessment and the financing aspects of climate projects.

The specific purposes of this projects are the:

1. Development and implementation of a comprehensive E&S strategy (management of climate, environmental and social risks and financing of climate projects) which allows the BOAD to continue institutionalising the E&S management system. Although the existing environmental  and social standards have already been reviewed on a number of occasions, there is a need for conceptual improvement since the BOAD does not currently have a specific strategy providing it with a long-term position as regards E&S analysis and in particular the financing of climate projects
2. Development and implementation of instruments, processes and operational instructions concurrently used for financing specific climate projects, climate, environmental and social risk assessment and identifying financing opportunities for climate projects within the context of current BOAD projects. Selected pilot projects will be used to test, adapt, and establish these instruments, processes and instructions. An estimation of the training needs required to use them will also be needed

The results of the project are:

• The BOAD will have a medium-term strategy in the field of environmental and social management and in particular a strategy relating to the financing of climate projects
• The BOAD will have the organisational conditions to be able to assess the projects in terms of environmental and social risks (including the climate risk) and recognise the opportunities for financing climate projects
• The BOAD will have a standard definition of important terms in the field of E&S management and the financing of climate projects, in line with those of international institutions
• The BOAD will have procedures and instruments relating to the management of the impacts and the environmental and social risks
• The BOAD will have tools and methodological approaches that allow it to identify in a standardised way the main effects of the financing of climate projects
• The production of detailed information sessions (seminars and intranet), for all the BOAD staff, regarding its new E&S strategy and the financing of climate projects
• The strategy is made public through publications (web pages and printed media), working groups and seminars
• The tool for analysing and managing climate risks as well as the standard mitigation measures will be operational
• The employees of the BOAD will use a standardised set of instruments for financing climate projects
• The BOAD will have financed at least three pilot projects
