Description of the project and Services provided:
The overall objective of this project is the improvement of the Food safety and Phytosanitary standards for the benefit of consumers, and to facilitate the international and European trade of agricultural and processed agricultural products in Montenegro.
The specific objectives of the project can be summarized as follows, representing its two main Components:

Food safety (Component I): Strengthening the legislative, institutional and administrative capacity related to food and feed safety and contributing to upgrading of establishments processing food of animal origin in Montenegro;

Phytosanitary (Component II): Establishment of systems for plant passport, regulation of plant protection products and plant variety protection together with increasing technical capacity in laboratory methods.
The results of the project are:
Food Safety Component

Legislation compliant with the EU food safety standards for food and feed safety in place;

Strengthened institutional, administrative and inspection capacity in field of food and feed safety;

The system for approval of establishments producing food, especially food of animal origin, is operational.
Phytosanitary Component
-
Legislation on plant health (including plant passports),plant protection products and plant variety protection harmonized with EU legislation;

Laboratory methods and operational procedures in the plant health area developed and adopted and laboratory staff trained to apply appropriate methods for detecting and identifying harmful organisms;

Inspectors and administration staff are trained to be capable to properly carry out administration, control and inspection duties related to the subjects under Result 1 and Result 2;
-
System for plant variety protection is consistent with harmonised legislation and operational;
-
Plant passport system operational for at least one plant species (potato or citrus).
The services provided are:

Approximation of EU legislation covering Food Safety and Phytosanitary;
-
Capacity building of inspectors on food and feed safety and preparation of annual and multi annual control plans for food and feed crisis;

Preparation of action plan for upgrading food establishments, procedures, guidelines and check list for inspectors and business operators;
-
Delivery of trainings to inspectors covering food establishment plans upgrading, recognition of plant pests and diseases, enforcement of phytosanitary legislation;

Awareness campaign for food producing business operators;

Development of laboratory methods and Standard Operation Procedures and training of laboratory staff in diagnostic methods (in entomology, mycology, virology, nematology and bacteriology);

Delivery of training to administrative staff to use phytosanitary procedures;

Development of guidelines for recognition of Plant Breeder's Rights (PBR) and of a Register for applications for granting PBR;
-
Development of plant passport system and training to inspectors and administrative staff.
