Consultancy service for the preparation of strategy papers for budgeting, auditing and reporting at the local government level

Description of the project and Services provided:

The objective of this project was to prepare the  strategy papers that  defined the content of the Budgeting, Reporting and Auditing Reform activities planned under the project, their sequencing and implementation.

The services provided were:
•Budget reform .
•Reporting strategy : Development of policy framework and guidelines for  the Metropolitan Municipal District Assemblies (MMDA)  reporting.
• Auditing strategy conduct a review of existing auditing standards, rules, procedures and the Auditor General in the audit process. . Development of audit policy framework and guidelines that (a) provides a clear definition of audit standards, (b) systematises the audit process; (c) identifies and addresses issues in current MMDA audit standards; (d) improve the content of audit opinions in accordance with internationally accepted public sector audit standards.
