Description of the project and Services provided:
The overall objective of the project is to enhance the impact of the budget support through delivering of better policy dialogue, solution oriented, transparent and participatory.The BS Interim Services contract is funded under the 11th EDF Support to the National Authorising Officer (NAO) (Decision #2015/037-473) programme which was signed at the end of July 2015. The programme is meant to support the Office of the NAO in efficiently and effectively programming and implementing EU-funded projects in the country, in line with the Cotonou Partnership Agreement. The Office of the NAO therefore has an important role to play in the formulation and implementation of future EU budget support operations, and the BS Interim Services should also provide it with technical assistance in this area.
In particular this project intends:

To provide support to the effective dialogue on key policy issues between DPs and the GoT.

To support the EDF NAO Office to implement EU BS operations.
The results of the project are:

BS DPs are coordinated effectively according to agreed management arrangements under the leadership of a management group

BS DPs and GoT hold regular policy dialogues in areas of Tanzania's national development strategies, which are solution-oriented and based on substance
-
BS DPs and GoT hold a regular dialogue on governance and anti-corruption measures taken by the Government;

BS DPs and GoT agree and follow a monitoring and evaluation framework for BS, including performance assessment indicators;

The NAO office's capacity to analyse data, treat information related to BS and report it is increased allowing the drafting of robust budget support disbursement requests to the EU;

The NAO Office facilitates effectively the relationship between BS DP and the GoT BS Secretariat for smooth implementation of the Partnership Framework Memorandum (or the next formal arrangement following the revision of the aid architecture);
