AF-Kabul: DCI — EU support to capacitate MAIL in transition for sustainable public services delivery

Description of the project and Services provided:

General Objective
The overall objective of the project  is to support the Ministry of Agriculture, Irrigation, and Livestock (MAIL) and relevant public, semi-public and private entities previously supported by EU-funded agricultural programmes strengthen agriculture as a pillar of development. The project will thus contribute: to increase production by extending and improving the quality of irrigated and rain-fed cultivated land and by improving agricultural yields through greater use of high-quality agricultural inputs and extension services.

Specific Objective
The purposes of this contract are:
1) The MAIL, directly or through relevant public, semi-public and private entities maintains, progressively improves and increases the level of services currently delivered by EU-funded agricultural programmes (AVSIDP, AHDP, PHDP, SAEMISS and IPC) as well as its capacity to stewardship the orderly development of the private sector.
2) The institutional and organizational structures of the MAIL, of the Ministry of Finance and of the relevant public, semi-public and private entities previously supported by EU-funded agricultural programmes are strengthened to meet eligibility criteria for EU Sector Budget Support Aid Modality.
3) MAIL develops of a comprehensive and cohesive programme under National Priority Programme 2 (NPP2), in coordination with relevant stakeholders.
